The intent in the resource coordinator is for the graph to be derived from browser-resident data, and adorned by some renderer-resident measurement. As-is, the full strength CoordinationUnit interfaces are exposed to renderers, which may create opportunity for confusion.
It might be best to make the RC part of content/ or a component/ rather than a full service, in which case the mojo interfaces will easily be watered down to what renderers need.
