mash: Ctrl+N creates two browser windows.

On ToT @ #545527 chrome os on linux desktop
(1) Run chrome --enable-features=Mash
(2) Create or activate a browser window
(3) Press Ctrl+N
Expected: One new browser window is created.
Actual: Two new browser windows are created.

This could be both chrome and ash handling the accelerator?
