Windows PTP pinch feels chunky

Chrome Version: 67.0.3379.0
OS: Win10

What steps will reproduce the problem?
(1) Ensure the pinch-zoom on Win10 is enabled
(2) open google.com search any thing
(3) compare pinch zoom on touchpad and touch screen.

It seems pinch zoom on touchpad and touch screen running in to different code path.

Yeah, this is a known  issue 565980 . Basically, we need to block on the main thread when trackpad pinching since the only way for apps like Google Maps to override the pinching behaviors is to preventDefault a wheel event. Additionally, trackpad pinch events (at least on Mac) always go to the main thread.

We could probably make it so that only the first event is cancellable and we should make sure we route the GesturePinch events to the compositor after that. That'd be a good follow up to make sure we have a polished experience.
