Menu showing html escaped char instead of "&" symbol

Steps to reproduce the problem:
1. press CTRL+?
2. click app replacements
3. scroll down

What is the expected behavior?
display the following string
"Video chat & phone calls"

What went wrong?
The text:
"Video chat & phone calls"
is displaying as:
"Video chat & phone calls"

Did this work before? Yes Before the pixelbook redesign.

Chrome version: 64.0.3282.190  Channel: stable
OS Version: 10176.76.0
Flash Version: Shockwave Flash 28.0 r0

rkc@ - Is there someone who can take a look at this issue for M67? It's not a show stopper, but looks pretty bad.

Maybe we need to refresh it again. Will try it later.
