CrOS FR: Ability to Change Network and Forget Network while Chrome Device is on Kiosk Mode

Issue description

Summary: Customer wants a way to have the users change the network connection and/ or do forget network while the device is on kiosk mode


Use case / Motivation:
Per Admin, their Chrome devices are being rented as digital signage for their users and these devices are always on kiosk mode. However, there are times when the Chrome devices need to be connected to another network. Certain instance, and most common, is during the first setup when the Chrome Devices are connected to the internet for the first time and the client selected the wrong network. To correct this, the Admin will have to walk the client through in rebooting the device and pressing CTRL+ALT+S to get out of the Kiosk mode and enter the regular sign in screen where they have to login as guest so they could do 'Forget Network' and then connect the device to the right network. They then have to reboot the device again to load the Kiosk App which is set to auto-launch.

Existing workarounds:
Reboot the device and press CTRL+ALT+S to get to the sign-in screen then login as guest and do forget network
