Chrome Goodies notification doesn't do anything

Chrome Version: 65.0.3325.167 
OS: ChromeOS

What steps will reproduce the problem?
(1) See notification on Chrome OS: "Chrome Goodies - Redeem them before it's too late"
(2) Click on notification

What is the expected result?

Something should happen.

What happens instead?

Nothing.

I do notice that if I click on the "Chrome Goodies - 23h" heading that the notification expands to show a "Redeem - 12 days left" action button. However, clicking on this button also does nothing.
