Windows LUCI builders failing to check out OVR depenency

All the Windows LUCI builders are failing on the runhooks step with a 403 error:
Err: AccessDeniedException: 403 chromium-ci-gpu-builder@chops-service-accounts.iam.gserviceaccount.com does not have storage.objects.list access to chrome-oculus-sdk.

Offline discussed with Sergey, the service account doesn't have access to google storage bucket chrome-oculus-sdk. Added it as a 'Storage Object Viewer' member in pantheon: https://pantheon.corp.google.com/storage/browser?project=chromium-archive&prefix=chrome-oculus-sdk

Need to watch the next build to verify.
