When TaskManager is open browser CPU usage goes up by 50%

Issue description

Chrome Version: 65.0.3325.181 (Official Build) (64-bit)
OS: macOS 10.13.3

I have 3 Chrome windows with 40 tabs total.

When poking around I noticed that according to Chrome's TaskManager, browser consumes ~60% CPU.

I started investigating and found that when TaskManager is closed, browser CPU usage is ~5% (according to ActivityMonitor), but opening it browser CPU usage to ~60% (according to both TaskManager and macOS ActivityMonitor). Actually, according to ActivityMonitor CPU usage fluctuates between 5% and 60%, with a period of a second.

In there I can see repeated batches of work, each ~1s of length (taking ~1s of CPU), consisting of 124 tasks scheduled from Refresh function in task_group_sampler.cc.

The calculation for non-memory-footprint columns was excessively CPU intensive.
