Cookie list page keeps jumping to top each time an individual cookie is cleared

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
0. (Optionally fill the browser's cache with a good number of junk cookies by visiting websites loaded with ads.)
1. Go to Chrome settings -> Privacy and security -> Content settings -> Cookies -> See all cookies and site data
2. Scroll down a little bit along the list of cookies
3. Press the delete button on a individual website's cookies.
4. The cookie list page will now jump to the top, instead of staying where it was before.

What is the expected behavior?
The cookies list page should stay in the position it was before, instead of jumping to the top when an individual cookie is deleted.

What went wrong?
It is ridiculously painful to cherry pick and clear cookies manually, if the page keeps jumping to top each time you press the delete button for an individual cookie, instead of staying where it was before.
