nbsp are larger than spaces in tab titles

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Create two web pages:
a.html:
<html><title>a&nbsp;b</title></html>
b.html:
<html><title>a b</title></html>

2. Load them in two different tabs

What is the expected behavior?
The tab titles should look the same.

What went wrong?
The space for the nbsp page is larger; this also holds for the tooltip text on the tabs.

michael.cadilhac@ Thanks for the issue.

Tested this issue on Ubuntu 17.10 and Windows 10 on the reported version 65.0.3325.181 and the latest Beta 66.0.3359.66 and unable to reproduce the issue.
On opening the two htmls on Chrome, both the tab titles are similar and cannot observe any difference.

Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

Also request you to provide the Linux environment where this issue is seen which will help in further triaging.

Hi there;

I've tried with an empty chrome profile (chromium --user-data-dir=/tmp), without extensions or flags.  The issue is still there.

Environment is Arch Linux, up to date; kernel:
Linux 4.15.12-1-ARCH #1 SMP PREEMPT Wed Mar 21 15:14:56 UTC 2018 x86_64 GNU/Linux

Issue is not reproducible on Ubuntu 14.04 and Ubuntu 17.10.

As per comment#3 issue seems to be specific to Arch Linux. As TE team do not have Arch Linux machine to check this issue. Could someone from dev team please have a look at this issue.Hence adding TE-NeedsTriageHelp label
