MacViewsBrowser: Opening a new window doesn't have the spring zoom animation

Issue description

Chrome Version: 67.0.3381.0
OS: macOS 10.13.3

What steps will reproduce the problem?
(1) --enable-features=ViewsBrowserWindows
(2) Open a new window with Cmd+N
(3) Observe the animation when as the window is opening

What is the expected result?
The window should animate from a small size to its final target size as it opens. See attached screen recording as an example.

What happens instead?
In Views, the window just opens immediately at its full size.
