Tab history destroyed if browser closed without clicked "restore tabs" button

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36 Steps to reproduce the problem: 1. hard close some chromium profile 2. reopen the chromium profile 3. button to restore tabs appears 4. close the browser without pressing the button 5. reopen the chromium profile 6. browser history that was "restorable" is now gone What is the expected behavior? "restore tabs" is persistent until some concrete decision has been made *not* to restore the tabs. e.g. a cancel button certainly closing the browser window immediately, imo, is not a decision to blow away this crash protection history. What went wrong? context of user testing Did this work before?
