What steps will reproduce the problem?
(1)Sign into user >>Open chrome://settings/manageAccessibility >>Mouse and Touch-pad section
(2)Click continuously on the toggle button of "Show large mouse cursor" and observe unnecessary selection


Actual:Unnecessary selection is seen while clicking continuously on the toggle button of "Show large mouse cursor"
Expected: No such unwanted selection should be seen while clicking continuously on the toggle button of "Show large mouse cursor"

This is a Regression issue as same is working fine in 63.0.3239.149/10032.88.0 

Note: 
1.Issue is not seen in Linux,Windows OS
2.Able to reproduce issue on M-64 stable,M-65 beta
