Regression: [DevTools] Text-boxes borders are not seen on ColorPicker window.

Chrome Version: 67.0.3381.0 (Official Build)Revision ae7ce2710f11dd78c2f787b888d2cc19b912bf49-refs/heads/master@{#545918} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools window and go to 'Style' section.
2. Click to open ColorPicker window and observe the R/G/B/A text-boxes.

Actual: R/G/B/A text-boxes border are not seen.
Expected: R/G/B/A text-boxes border should seen properly.

This is a regression issue, broken in M-67 series, below is manual regression range.

Good build: 67.0.3377.0 (Revision: 544611)
Bad build: 67.0.3378.0 (Revision: 544931)

You are probably looking for a change made after 544617 (known good), but no later than 544618 (first known bad).

Update:-
 Re-tested this issue on Windows (7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux(14.04 LTS) machines using latest Chrome Canary build# 67.0.3389.0 and fix is working as expected.. Hence adding TE-Verified labels.
