Unable to reload the page after killing it via chrome://kill

Issue description

Chrome Version: 67.0.3381.0 (Official Build)Revision ae7ce2710f11dd78c2f787b888d2cc19b912bf49-refs/heads/master@{#545918} (32/64-bit)
OS: Win(7,8,8.1,10) ,Mac(10.12.6,10.13.1,10.13.4)and Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://self-signed.badssl.com/input/web-payment
(2)Bookmark the page, press ctrl+shift+B to open bookmark bar.
(3)Drag the bookmark site on tab to open, kill the page manually via chrome://kill
(4)Now reload the page and observe.

Actual: Unable to reload the page after killing it via chrome://kill

Expected: Should be able to reload the page even after killing it via chrome://kill

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note: Issue is also reproducible on Stable #65.0.3325.181 Beta #66.0.3359.45 and Dev #67.0.3377.1

I'm not sure how important it is that chrome://kill is misbehaving... :-)

Anyway, this is UI stuff, not low-level SSL bits. Tossing over to Enamel. I haven't looked at this at all, but probably committed interstitials would fix this and it is otherwise another "interstitials are weird" bug. :-)

Reporter: Can you test with chrome://flags/#committed-interstitials enabled?

Agreed that this is a very niche case, but if it gets fixed "for free" with committed SSL interstitials, all the better.

+carlosil: Seems plausible that this is another "fixed by committed interstitials" if you want to add another to the counter :-)

Just tested this one with committed interstitials on, and the reload indeed takes you back to the interstitial, so yeah, it is one for the interstitials are weird bucket.

I'll take this one to get it out of the triage queue, this will get fixed when non-weird (aka committed :)) interstitials launch (currently targeting 68). If this is somehow blocking something, LMK and I can take a look as to whether it is fixable on its own before committed interstitials.
