Regression : Vertical scroll bar is not available in devtools 'Memory' tab.

Issue description

Chrome Version : 67.0.3381.0 (Official Build) ae7ce2710f11dd78c2f787b888d2cc19b912bf49-refs/heads/master@{#545918} 32/64-bit
OS : Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.13.4)

What steps will reproduce the problem?
1. Launch chrome and open devtools on NTP.
2. Navigate to 'Memory' tab and press 'Esc' key to open drawer section.
3. Now resize drawer section upwards and observe.

Actual Result : Vertical scroll bar is not available in 'Memory' tab.

Expected Result : Vertical scroll bar should appear whenever the 'Memory' section is being resized.

This is a regression issue, broken in M-67 and will soon update remaining info.

This is a regression issue, broken in M-67 and providing the bisect using per-revision script:
Good Build : 67.0.3379.0 (Revision : 545320)
Bad Build : 67.0.3381.0 (Revision : 545918)

You are probably looking for a change made after 545548 (known good), but no later than 545549 (first known bad).

Update : 
Retested above issue in latest Canary #67.0.3382.0 build on Mac(10.12.6, 10.13.1, 10.13.4), Windows(7,8,8.1,10) & Linux(14.04 LTS) OS and the issue is fixed. Now vertical scrollbar is available in 'Memory' tab. Kindly review an attached screen-cast.
