Non-Regression : Tool tip should be seen on hovering mouse pointer on 'On-screen Keyboard' Icon at Shelf |

Issue descriptionChrome Version: 66.0.3359.62/10452.28.0 beta channel Glimmer,Wolf,Banjo and Squawks OS: Chrome What steps will reproduce the problem? (1)Sign into User -> Now at Uber tray -> click on 'Accessibility' -> Select 'On-screen Keyboard' option (2)'On-screen Keyboard' Icon is seen at shelf -> Hover mouse pointer on it and observe for Tool tip such as 'On-screen Keyboard' or selected keyboard like 'US Keyboard' (Please refer Video) Expected: On Hovering mouse pointer on 'On-screen Keyboard' Icon at Shelf, tool tip should be seen such as 'On-screen Keyboard' or selected keyboard like 'US Keyboard' Actual: Instead No tool tip is seen This is Non-regression Issue seen from M-62 @omrilio : Please confirm the Issue

@Zach, since you just added a tooltip for dictation, could you add a tooltip for the accessibility on-screen keyboard please?

Katie actually added the tooltip for dictation, but I can take a stab at adding one for the on-screen keyboard!
