OS: Mac(10.12.6, 10.13.1, 10.13.4)

Steps to reproduce:
1. Launch chrome ,navigate to NTP and open DevTools .
2. Go to ‘source’ section ,press tab key until focus reaches to  ‘Learn More’ link and press enter key.
3. Now navigate back to DevTools window and observe.

Actual: Focus get lost on hitting enter key on 'Learn More' link in source section.
Expected: Focus should not lost on hitting enter key on 'Learn More' link in source section.

This is Regression issue broken in 'M-67’ and Using the per-revision bisect providing the bisect results,

Good Build:67.0.3378.0 (Revision: 544932 )
Bad Build:67.0.3379.0  (Revision: 545319) 

You are probably looking for a change made after 545257 (known good), but no later than 545258 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Note: Issue is not seen on Linux(14.04 LTS) and Win(7,8,8.1,10) .
