A recent change (https://chromium-review.googlesource.com/c/chromium/src/+/978870/5..7) fixed the "start-up race" issue where CopyOutputRequests might be made before a Surface has its first frame composited. This allows us to delete/clean-up a whole bunch of code that was being used to retry or otherwise mitigate the "start-up race."
