Issue description"update_scripts" is flaky. This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. Yeah, looks like it hangs. I can't do much about this though (requires architectural change to buildbot). LUCI doesn't have this problem. Leaving this open in case someone wants to fix buildbot.

Robbie: do you know why it hangs on buildbot? Maybe there is an easier workaround than rearchitecting buildbot? Something that would carry us through the migration. Otherwise I'm also tempted to just leave it Available (and reducing to P2 for that reason).

LUCI doesn't have any 'update_scripts' step, or any similar equivalent (by design) Buildbot needs /b/build and friends to work. Making this work with CIPD instead would require a lot of work.
