What steps will reproduce the problem?
(1) Connect Chromebook to mobile data (use LTE Chromebook)
(2) Open Files app Drive. Open 3 dot menu and enable "Don't use mobile data for sync" option
(3) Right click on any file and select "Available Offline" option 

What is the expected result?
"Syncing file..." message should not be displayed in status area

What happens instead?
"Syncing file..." message is displayed.
