Chrome OS Version: 10452.27.0 66.0.3359.52 beta channel kevin, caroline

What steps will reproduce the problem?
a) Install an Android note-taking app (i.e. Google Keep) from Playstore.
b) Go to the stylus settings page.
c) Select the Google Keep android app as the default note-taking app.
d) Take a screenshot or download an image.
e) Annotate the image (by going to notification center> click 'Annotate Image' button on image notification).

What is the expected result?
Image should be loaded within the Google Keep android app for image annotation.

What happens instead?
Google Keep android app gets launched but the image is not loaded. Hence unable to annotate.

But, the image annotation works fine with Squid app.
