Touch events offset on interstitial pages

Chrome Version: 66.0.3359.46
OS: Android

What steps will reproduce the problem?
(1) Go to expired.badssl.com
(2) Try to tap on 'Advanced'

What is the expected result?
'Advanced' is tapped.

What happens instead?
'Back to safety' is tapped instead.

mdjones@ -- This issue seems to be similar to the  Issue 825881 .

Our observations on Pixel Android 8.1.99 Chrome #67.0.3381.0 & 66.0.3359.46 by following the below steps:

1. Launch Chrome.
2. Navigate to the URL: expired.badssl.com
3. Try tapping on "Advanced".
4. Observed that user is not redirected to next screen.
5. Tap below the "Advanced" button. Observed that user is redirected to next screen.

Could you please confirm the above behavior.

mthiesse, could you please check if this is related to or the same as  issue 825765 ? If so it looks like the fix has been merged so there's nothing more to do here?
