1.1%-17.7% regression in xr.browsing.wpr.static at 544093:544197

The V8 roll at https://chromium-review.googlesource.com/c/chromium/src/+/969441 caused a very small (on the order of bytes) V8 memory regression. However, there were quite a few larger memory improvements, so this doesn't look like an actual regression.
