Issue descriptionApp Version (from "Chrome Settings > About Chrome"): iOS Version: 11 Device: X Steps to reproduce: Set iPhone language & region to Korean. Observed behavior: Navigate to webmd.com. See that the text is not offered translation to korean. Expected behavior: Translate is offered to user. Frequency: 100% Additional comments: Fixing this can have a big impact on the linguistically isolated -- who rely on their smart phones to access health information.

FWIW, on Mac the detection happens as intended (see attached detection logs dump). Might be another instance of a CSP issue.
