WebMD.com not being offered translation

Issue description

App Version (from "Chrome Settings > About Chrome"): 
iOS Version: 11
Device: X

Steps to reproduce: 
Set iPhone language & region to Korean.

Observed behavior: 
Navigate to webmd.com. 
See that the text is not offered translation to korean.

Expected behavior: 
Translate is offered to user. 

Frequency: 100%

Additional comments: 
Fixing this can have a big impact on the linguistically isolated -- who rely on their smart phones to access health information.

Failure to detect language? Please investigate.
FWIW, on Mac the detection happens as intended (see attached detection logs dump). Might be another instance of a CSP issue.
