Keep button now shown even when downloading normal executables (.dmg)

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Download executable
2. Keep button not shown

What is the expected behavior?
There is a 'Keep' button which allows me to download the file

What went wrong?
The Keep button won't appear

Did this work before? Yes ? - A few weeks ago

Chrome version: 65.0.3325.181  Channel: stable
OS Version: OS X 10.13.3
Flash Version: none

I know the Keep button isn't supposed to appear on downloads Chrome thinks are malicious. But this doen now only happen in this situation, it happens every time you download any executable (like chrome as in the screenshot)
