Default folder name is not seen clearly in single app folders when app sync is in progress

Project Member Reported by sdantul...@chromium.org, Mar 26 2018

Issue description

Google Chrome	66.0.3359.52 (Official Build) beta (64-bit)
Revision	0
Platform	10452.27.0 (Official Build) beta-channel eve

What steps will reproduce the problem?
(1) Add a user account and opt-in to ARC++
(2) Open Launcher when apps are still syncing
(3) Click to open any folder which has a single app in it

What is the expected result?
The default folder name text "Unnamed Folder" should be visible completely

What happens instead?
The default folder name text is not visible completely

sdantuluri@, could you share the method to create a single-app folder?
There are 2 repro cases

1. In the repro video that I have added, I actually have two apps in the folder
Files app and some android app
When I added the user account to the device, Files app synced and the android app is still in the process of installation and not yet synced
So it is showing a one app folder with Files app
Once the app sync is completed, there are no single app folders

2. Another repro case is, ArtCanvas android app
which is installed by default during ARC++ setup
And it has a folder of its own by default.
This would also be a single app folder
Thanks, I could repro this. It seems the placeholder icon does not exist in folder while syncing. I will investigate further to see why.
