Re-enabling warnings on a site with broken SSL, then reloading, leads to an interstitial where Back to Safety goes back to the site with broken SSL.

Issue description

To reproduce:
1) Go to expired.badssl.com
2) Click through the interstitial.
3) Open page info bubble and click on re-enable warnings.
4) Reload the page.
5) Click on back to safety.

What should happen:
Browser should navigate to the last site visited before expired.badssl.com

What Happens:
Browser shows expired.badssl.com again (reloading goes back to the interstitial at this point).

This is fixed with committed interstitials on, filing bug to track this issue.
