Transitioned element disappears after transition

Issue description

Chrome Version: 67.0.3379.0 (Official Build) canary (64-bit) (cohort: Clang-64)
OS: Windows 10

What steps will reproduce the problem?
(1) go to chat.google.com
(2) load a conversation
(3) float the mouse over the little blue dot next to a person's chat (see screenshot)

What is the expected result?

No flashing

What happens instead?

Flashing of text.

Summary: Transitioned element disappears after transition (was: text flashes when mouse over certain elements)
Verified. The "New" dot is transitioning and when the transition finishes it disappears. Might be a web site glitch, however. And I'l still seeing the badly busted text from  crbug.com/824811

yes unfortunately it's hard to bisect because the 'new' dot only appears once, it seems... I think it would be good to have a minimized repro to do a bisect.
What kind of flashing do you see? Disappear-then-reappear?

behavior here was different from  issue 824811 , but perhaps I did not get as far as floating over dots before as it was so very broken.

I was able to verify that it has the same root cause as the other bug; this
is why I dup'ed it.
