When signing into a new crOS device for the first time with an account that has a lot of personalization in sync, the fact that we immediately begin the user session and then update user prefs asynchronously means that UI elements jump around - apps suddenly appear in shelf, wallpaper switches, etc.

We should look at data and if most of these changes take place within 1min, we should consider hiding all this behind a spinner so that the user isn't exposed to this randomization.
