Issue description

This is a tracking bug for a Q2 2018 OKR.

Summary:

1. Re-write code in ScrollingCoordinator elsewhere; move off of the GraphicsLayer tree.
2. Plumb this data onto cc::Layers through new code in PaintArtifactCompositor.
