Issue description

Currently, CSSScrollSnap is not active after refreshing the page.

Do you have a consistent repro on this?
https://webkit.org/demos/scroll-snap/ works fine after reload. Is there a specific type of snapping that has this problem?

This only happens when the page is opened together with the browser from the command line by passing the address as an argument. "(./chromium some-address.html)" It won't happen if the page is opened from the browser.
Status: WontFix (was: Assigned)
No longer reproducible.
