We should add Experimental.PaintTiming.NavigationToFirstMeaningfulPaint
metric for pages specifically loaded via data reduction proxy. If the user is in the data reduction proxy holdback group, this should also cover pages that would have been loaded via data reduction proxy if there was no holdback.

It might also be useful to send this data in the pingback report to the server.
