Seems like each website takes the thumbnail of the previous website.

I'll see if this is still happening. I think I haven't encountered this bug recently.

I was able to reproduce this again today our Windows 7 lab machine.

This bug has the same root cause as  crbug.com/825906 . It also doesn't happen with --use-cmd-decoder=validating.
