Link highlighting is inconsistent during mouse hover due to offset missmatch

Issue description

Chrome Version: 65.0.3325.109
OS: Android 8.0

What steps will reproduce the problem?
(1) Launch Chrome, during application launch is in progress, move the mouse within content area (Make sure HOVER_ENTER happened before App layout completion)
(2) Hover the mouse to a link in the web page
(3) Observe a different link below actual link is highlighted.

What is the expected result?
Mouse pointer located link should gets highlighted

What happens instead?
Different link is getting highlighted

Tested on Pixel Android 8.1.0 using the reported Chrome #65.0.3325.109 and was not able to reproduce the issue by following the below steps:

1. Connected device under test with a Bluetooth mouse.
2. Navigated to www.google.com
3. Hovered over mouse pointer on different links.
4. Observed that pointer pointed the links correctly.

ajith.v@ -- Could you please provide the device details where the issue is reproduced. Is the issue device and OS specific or observed on all the devices with any OS.

Refactor offset handling in CVH

There is no logic change.

By refactoring the offset change into a separate class, we can make it
much easier to reason about and add new tests. For example,

can use this test.
