Is this a feature request for SafeMode Infobar to stay longer?

Lindsay could you please provide more information for this bug. Like f.e. what's wrong with the current UI. This is a product related feature request, not an engineering problem yet.

This is picking up from a user req from the TF channel.

Users have complained that theylose their tabs (after apparently crashing). 

I thought I would file a FR to formalize the request for our app to address a common issue from user reports, I took a stab at listing out a couple of options that might help to mitigate that situation a little, but if there are other ideas please feel free to add.
1. Make tabs retrieval message post-crash stay up longer or show more than once
2. Add an action in "recent tabs"  for crashed tabs restore, and let that action live in "recent tabs" longer than just the one opportunity we currently offer for crashed tab restore.

Thanks for the clarification. It wasn't clear that that's all the information we have from the TestFlight user.

I can see potential difficulty with where and how the restore information may be kept. And what it means if the user start navigating and/or creating tab(s) after a crash and later wants to restore all or some of the tabs before the crash.
