Open in new tab results in blank while tab without title |

Issue descriptionApp Version: 67.0.3376.2 iOS Version: 11.2.6 Device: iPhoneX URL: popjulia.com Steps to reproduce: 1. Go to popjulia.com and open ~25 tabs by long tapping on links and selecting open in new tab 2. Enter card stack/tab switcher, scroll through open tabs Observed results: Some of the tabs will be blank "Untitled" tabs and even if you select them they don't refresh to the content for which the tab was triggered. Expected results: All tabs should have titles even if the snapshot is blank because the page was not loaded yet. Number of times you were able to reproduce: 5/5 Bug reproducible after clean install: Yes Bug reproducible after clearing cache and cookies: Yes Observed behavior in Chrome Mobile on Android: n/a Check for similar behavior on Firefox/Safari: n/a Bug reproducible on current stable build (App Version, iOS Version): No Bug reproducible on the current beta channel (dogfoody) build (App Version, iOS Version): No

I wonder if this has something to do with memory management in iOS and evicted WKWebView. I wasn't able to reproduce it in iOS simulator. I'll try to track down an iOS 11.2 device and try again.
