Make the URL of a bookmark scheme agnostic (i.e. http/https)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. Bookmark a http web page
2. after a while the webmaster (finally) switched https on and as default
3. Browser to the exact same page. Bookmark star indicator is missing since the bookmark is based on http while the actual web page is https

What is the expected behavior?
At least for http/https chrome should detect that the bookmark already exists.

I got a lot of old bookmarks with http which are not shown as a bookmark when i brose to those pages today since they switched to https.

What went wrong?
Even worse, when I bookmark the https page I get duplication in my bookmark library.

At least this should be prevented from chrome and suggest to override the old http bookmark with https.

Thanks for filing the issue!

As per comment#0 by reporter this seems to be a feature request, hence marking it as Untriaged. 
Tentatively adding component "UI>Browser>Bookmarks", please change if this isn't apt. Hence requesting someone from Dev team to have a look into it.
