When downloading various files from a server only a small amount of the files is locally stored

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Create various csv-files you want to download on the server
2. Generate server requests to retrieve the files in the browser
3. save the files locally

What is the expected behavior?
If I start 100 file-request and save the responses, I should  have 100 files in my download-folder. 

What went wrong?
All the file requests are generated properly and the server response accordingly, meaning I can see all the csv data in my dev tools. But the files are not saved to my local filesystem. Only a small fraction of the files is stored. 

Did this work before? Yes For sure: 61....., not sure about the other versions in between. 

Does this work in other browsers? Yes

It would not be possible for TE team to triage this issue unless we have sample files to test this issue.

@Reporter: Please provide sample URL and steps to generate a server request(Step-2) for further traiaging from test team.

@florian |delegate_blocked_by = "Unlimited Free VPN - Hola-Erweiterung"| appears several times in the log. Are you using a VPN? Can you reproduce if you disable it?
Attached you find a net-log with disabled VPN. Same behaviour. As far as I have inspected the problem is not in the network requests. All the requests for the files are successfull. I suspect, that somehow multi downloads in parallel are forbidden or something similar, the files are not stored on the local disc. That´s the problem. We also tried different settings in the Auto-Download settings area.

As per comment#2 and #7 issue cannot be triaged from TE end unless we have test files. Hence adding TE-NeedsTriageHelp label to remove this from TE triaging bucket.

Works fine in Firefox, saves some files in Chrome.
