Back button on mouse jump twise instead of one click

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.62.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.184 Safari/537.36
Platform: 10323.62.0 (Official Build) stable-channel guado

Steps to reproduce the problem:
1. Use mouse - I have Logitech MX revolution
2. Press back button
3. Jumps two times back instead of one

What is the expected behavior?
Only one press backwards

What went wrong?
Happened after Chrome stable version 65 update.

Did this work before? Yes Chrome OS 64

Chrome version: 65.0.3325.184  Channel: stable
OS Version: 10323.62.0
Flash Version: 	29.0.0.113

I'm seeing this too since Chrome OS stable 65.

Affects both forward and back buttons on Logitech mouse with unifying receiver.
