Issue descriptionChrome Version: 66.0.3359.52/10452.27.0 dev channel Gnawty and Falco OS: Chrome What steps will reproduce the problem? (1)Recover build -> Go to 'Connect to network' screen (OOBE screen)-> insert Mobile Dongle Whose SIM is locked ->gets initialized i.e. Mobile data with initializing... is seen at List of Networks and at Uber tray (2)After few seconds at Uber tray observe 'SIM is locked' message is seen at Networks and whereas in 'Connect to network' screen observe 'wwan0' is seen (wireless WAN) instead of 'Cellular' -> on clicking Cellular details screen is seen (Please refer Video) Note: Issue is seen on M-64.M-65 and also on M-67 Expected: 'Cellular' name should be seen for SIM card locked Dongle Actual: Instead 'wwan0' (wireless WAN) name is seen This is Regression Issue seen as same is working fine in M-63 @stevenjb: Please confirm the issue

For Cellular we show the carrier name, which, for an external network with a locked sim, appears to be "wwan0". We can change this logic to just show 'Cellular' while the SIM is locked. Not a P1, and not something we will try to fix for 66.

Actually, I can, I forgot to reboot the device after locking the SIM. In this case the name is 'eth0' which is equally unhelpful to the user. The problem is that Shill is setting the Name property to this value, and we have no way to distinguish between a useful name and a less useful name. We should fix this in Shill and either set an empty name (in which case chrome will just use 'Mobile Data'), or a more user friendly name. This can be reproduced outside of OOBE by attempting to enable Cellular from the system tray menu while the SIM is locked.
