Border is blurred if container has transform: translate(x%, y%)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1.Open the attached page 
2.Check that border is blurred 

Note:
Changing transform: translate(-50%, -45%) to
transform: translate(-50%, -48%) fixes the issue.

What is the expected behavior?
Border isn't blurred (height is 1 px)  

What went wrong?
Border is blurred

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 10.0

Tested the issue on chrome reported version 65.0.3325.181 using Windows-10 with steps mentioned below:
1) Launched chrome reported version, dragged and dropped the file provided in comment#0
2) Able to see the text clearly, didn't observed blur in the border

Hi,
Unfortunately video with lossy codec doesn't help here. I cannot confirm that it isn't reproduced on the attached video due to compression artifacts. Also zooming inside Chrome doesn't help too because rendering is changed.

Could you please take a screenshot, save it as PNG and attached here?

I've attached enlarged screenshot of my screen.
It is clearly seen that border has 3 px height.

Reproduced on Linux Mint with Chrome 65.0.3325.181 too.

The same page on the same machine:
Firefox - border is exactly 1 px
Chrome  - border is 2 px.

Unable to reproduce the issue on chrome reported version 65.0.3325.181 using Windows-10 with steps mentioned below:
1) Launched chrome reported version, dragged and dropped the file provided in comment#0
2) Able to see the text clearly, didn't observed blur in the border(Zoomed the browser page completely)
Observations: Tested the issue on Firefox, even seen the same behaviour there.

@Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in verifying the issue, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

Please don't use zoom in browser. It changes rendering as I already wrote.

Open the attached page with zoom at 100% and don't change it.
Take screenshot and enlarge it in any graphical editor like Photoshop/GIMP/MSPaint.
Check that border isn't 1 pixel.

This is working as intended, I believe, in that we are drawing an antialiased border stroke.
