Regression: PDF page doesn't get relaod after ending process from Task manger.

Issue description

Chrome Version: 67.0.3379.0 (Official Build) Revision: 1a1fb435932e9d87bebcdb0a0b2c5e2f3de3a694-refs/heads/master@{#545319} (32/64-bit)
OS: Windows (7, 8, 8.1, 10),Linux(14.04LTs)

What steps will reproduce the problem?
(1) Launch chrome, navigate to above url and click on 'ADD TO CHROME'
(2) Navigate to pdf file (eg:http://in.ncu.edu.tw/~ncu25352/Uploads/20131231103232738561744.pdf),open task manager.
(3) Then end process of extension and click on extension notification bubble, observe.

Actual: PDF page doesn't get relaod after ending process from Task manger.

Expected: PDF page should get reload.

This is a regression issue, broken in 'M-67', provinding bisect using bisect per revision:

Good Build:67.0.3375.0(Revision: 543962)
Bad Build: 67.0.3377.0(Revision: 544610)

You are probably looking for a change made after 543986 (known good), but no later than 543987 (first known bad).

That extension is not the Chrome PDF viewer. Removing component.
