Corresponding country language is not seen under “Google offered in” section on Google page.

Issue description

Chrome Version: 66.0.3359.52 (Official Build) (64-bit) Revision	f46e3984da4d3208d54bcf0fff0989ea80c597d8-refs/branch-heads/3359@{#387}
OS: Mac(10.12.6, 10.13.1,10.13.4), Linux(14.04 LTS)

Test-URL: https://www.google.de/

What steps will reproduce the problem?
1. Launch Chrome and navigate to above URLs.
2. Now observe the languages under "Google offered in" section.

Actual: "Deutsch" language is not displaying under "Google offered in" section.
Expected: "Deutsch" language should display under "Google offered in" section.

This is a non-regression issue. seen from M-60 series.

NOTE: 
1. This issue is also seen for https://www.google.co.jp/?gws_rd=ssl and https://www.google.com.hk/?gws_rd=ssl
2. This issue is not seen in Firefox browser.
3. This issue is not seen on Windows(7,8,8.1,10) OS.
4. This issue is also seen on Stable (build # 65.0.3325.181), Beta(build # 66.0.3359.45), Dev(build # 67.0.3377.1) and Canary (build # 67.0.3379.0)

Not a Chrome bug as far as I can tell. This is google.com behavior. Adding Will as FYI.
Thanks, Yana. The language of the domain only shows up in the bottom language selector if the browser's accept-lang is ignored due to it being en-US. Is the browser's accept-lang in the Mac example en-GB or en-IN? If so, the default language will be resolved as such, and the domain language won't trigger (working as intended).
