Username field is seen blank on Password Bubble on live.com

Chrome Version: 66.0.3359.52 (Official Build) Revision f46e3984da4d3208d54bcf0fff0989ea80c597d8-refs/branch-heads/3359@{#387}(32/64-bit).

OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux (14.04 LTS).

Test URL: live.com

Steps to reproduce:
1.Launch Chrome, navigate to the above URL, Click on Create Account Link.
2.Enter valid credentials (username and password) to Sign-Up and Observe Password Bubble.

Actual Result: Username field is seen blank on Password Bubble.
Expected Result: Username field should not be blank, instead it should show entered email-id/username.

This is Non-regression issue seen from ‘M-60’ build #60.0.3072.0

Note: Issue is also reproducible on Stable #65.0.3325.181 Beta #66.0.3359.45, Dev #67.0.3377.1 and Canary #67.0.3379.0 build.

The password form doesn't contain a username. We'll need to put more thoughts on how to support this use case.
