Wrong keyboard layout appear on Lock screen after special steps.

Version 67.0.3376.0(Official build) dev (64 bit)
Platform 10517.0.0（official build) dev-channel link 
Firmware Google_Link.2695.1.169

REPRO STEPS:
1.Put cursor into the Ominibox (or any Password-input box)
2.Switch to US/Pinyin keyboard
3.Lock screen
4.Focus on the Password-input box of the LockScreen.

Actual result:
Wrong keyboard layout pops up.
After tap any key on this wrong keyboard, it turns to be the right keyboard layout.
