Blank line on top when switch to another app in full screen

Steps to reproduce the problem:

1. Open Chromium and go full screen
2. switch to another application - cmd + tab ( that is on a secondary display )
3. Switch back to Chromium

What is the expected behavior?
Should bring back Chromium in full screen mode.

What went wrong?
Blank line on top

Able to reproduce the issue on Mac 10.13.3 with chrome #66.0.3359.45 as per steps mentioned in the comment #0

it's also effecting Opera browser and there is no fix for a few months :/

is there any workaround at the moment? it seems that will take very long to release a fix.
