Scroll wheel not working after using touch-pad for scrolling, touch-pad still working for scrolling.

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.62.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.184 Safari/537.36 Platform: 10323.62.0 (Official Build) stable-channel auron_yuna Steps to reproduce the problem: 1. use touch-pad for scrolling 2. use the mouse for scrolling, not working. 3. close tab, open the same tab, now the mouse scrolling work What is the expected behavior? This only affects just the tab where you use touch-pad for scrolling, not any of other tabs in the same window What went wrong? Scroll wheel not working after using touch-pad for scrolling Did this work before? Yes before 63.xx or 64.xx ? Chrome version: 65.0.3325.184 Channel: stable OS Version: 10323.62.0 Flash Version: 29.0.0.113 /opt/google/chrome/pepper/libpepflashplayer.so Same problem on Acer 14 for Work, i5. Use Logitech mouse with Unifying receiver.

I can reproduce this on an HP Chromebook 13 on 64.0.3282.190 and 66.0.3359.67. It does not occur on Chrome Canary 67..0.3381.0

Want to add, if I do simple tap on touchpad I get scrolling back on the mouse.

Same. One tap on the touch pad and my scroll wheel resumes working.
