Non functional audio icon

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Browse http://www.shini.gov.tw/
2. Observe sound coming from speakers.
3. Observe little speaker icon in tab (see picture)
4. Click it

What is the expected behavior?
Clicking it should give us some way to stop the sound.

What went wrong?
Clicking it does not give us some way to stop the sound.

Did this work before? N/A 

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? N/A

Contents of chrome://gpu: 

User might have already filled in a form when the sound starts.
Please do not force him to close the whole tab, losing his form data, just to stop the sound.

Status: WontFix (was: Unconfirmed)
Unfortunately, Chrome does not ship this feature. You can mute the website in various ways, among others by right clicking and selecting "Mute site" on the context menu. There are also extension that offers other solutions.

OK. But having the icon nonfunctional next to a working X icon is not
optimal.

The icon should also be bright red and appear at the same time the Mute site item has already appeared in the menu, and not wait until the sound starts... giving the user no chance to zap it before it wakes up the entire family,
The icon is an indication to help user find which websites is producing sound. It is not meant as a way to mute it. "Mute Site" is always available because it doesn't depend on whether the website is making sound.

OK but it perhaps is the only thing in the entire browser, besides white space,  that does nothing when clicked on.
