Unable to reproduce the issue on reported chrome version 65.0.3325.146 and on the latest chrome version 67.0.3388.0 using Ubuntu 14.04 with the below mentioned steps.
1. Launched Chrome
2. Navigated to http://datong.e-land.gov.tw/htm/emap.aspx
3. Copied few links which are present in the above URL and tried pasting them.
We are able to copy/paste with out any issues.

@jidanni: Could you please check the same in a new profile and let us know if the issue still persists. And please let us know if we have missed anything in the process.

++ As we are not very sure about "Copy email address" pertaining to the URL given in comment#0, It would be highly helpful if elaborated on it.

Your challenge:
Locate link "3-3.鄉長信箱".
Mouseover it. You will notice it is rather long.
Now attempt to copy it.
You will see the most you can copy using the context menu is
chien@mail.e-land.gov.tw
there is no way you can copy all you saw in the mouseover!

As you see, the "subject" etc. embedded in the link are not available for copying.
And there is no "Copy Link Address" as an email address has been detected, so the menu now becomes "Copy email address."

Tested this issue on Windows 10 and Ubuntu 14.04 on the reported version 65.0.3325.146 and the latest Canary 68.0.3406.0 by following the below steps.

1. Launched Chrome and navigated to the site http://datong.e-land.gov.tw/htm/emap.aspx.
2. located the link 3-3.鄉長信箱 and opened the link in a new tab.
3. In the omnibox, can find the mail address: mailto:chien@mail.e-land.gov.tw
4. selected the mail address, and hit ctrl-C to copy and able to paste it but, Cannot find the option "Copy email address" in the context menu.

Or when you right click on 3-3.鄉長信箱,
Copy Email Address only copies the address,
and there is no way to copy the rest unless one does the two step routine as in your movie.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #66.0.3359.181 and latest canary #68.0.3436.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
